I take it this is for those people living in the USA.
I have written elsewhere about the rights you have as a naturist in England and Wales. Those are basically outlined by the CPS (the District Attourney for all those used to American terminology) here:

It basically enshrines most of the ideas you have suggested so far (in that nudity should not be used against anybody and threatening or abusive behaviour.
So I agree that being naked should be an option in every location, that certain behaviours should be banned and the unadorned human form should never be criminal.
How you get those enshrined in law is down to how laws are made, and that will vary by location.
